Sarkozy et les Français : la rupture ?
Elu à une large majorité en mai 2007, Nicolas Sarkozy est maintenant en difficulté, comme le montrent des sondages défavorables et les élections cantonales et municipales perdues récemment. Son divorce a été suivi par un remariage rapide avec Carla Bruni. Que lui reprochent ses compatriotes ? Son style ou sa politique? Reportage de Florence Maître.

Prenons un sondage récent, un baromètre IFOP-Paris-Match de la fin du mois de mars : Nicolas Sarkozy recueille 44% d'opinions favorables contre 63% pour son premier ministre, François Fillon. D'après la Constitution française, le Président joue habituellement le rôle d'un arbitre, au-dessus des joutes politiques. Un premier ministre plus populaire que le Président, c'est le signe que quelque chose change comme l'explique le politiste Pierre Mazet.
Let us take a recent opinion poll, a poll by IFOP-Paris-Match from the end of the month of March: Nicolas Sarkozy received 44% of favourable opinions against 63% for his Prime Minister, François Fillon. According to the French Constitution, the President usually plays the role of umpire, above the political fray. A Prime Minister more popular than the President, that is the sign that something is changing as Pierre Mazet, a political scientist explains:
- Ce qui est très surprenant avec Nicolas Sarkozy, c'est qu'il1 a changé la conception, le rôle du Président de la République. Il a une conception très engagée de la fonction, c'est-à-dire que, en fait, le Président n'est pas qu'un arbitre, loin de là. C'est le Président qui décide, qui tranche. Ça relègue un peu au second plan la personnalité, le rôle du premier ministre qui, quand même, d'après la Constitution, dirige et conduit la politique de la nation. On en est loin. On sent bien que le pouvoir d'impulsion, il est à l'Élysée et pas à Matignon. On voit bien que ce Président, il est, non seulement omniprésent sur la scène internationale, mais il est aussi omniprésent dans la politique française. Est-ce que ça va durer ? On ne sait pas parce que c'est peut-être aussi un des messages des élections municipales et cantonales, c'est que, effectivement, ce « Président-Premier ministre », ce Superprésident « à l'américaine » n'est peut-être pas forcément un style de Président auquel les Français s'attendaient.

Les montres Rolex, les lunettes Ray-ban, les vacances sur de luxueux yachts, c'est un peu ça le style Sarkozy, en rupture avec ses prédécesseurs, plus sobres, en tout cas en apparence.

- Et avec Carla, nous avons décidé de ne pas mentir. Nous ne voulons rien instrumentaliser mais nous ne voulions pas nous cacher. Je ne voulais pas qu'on prenne une photo de moi au petit matin, glauque.

- Lui, il a triplé son salaire. Il a dit, au début : « Moi, je triple mon salaire. » C'est une indécence totale, c'est un irrespect complet par rapport aux gens qui ont des bas salaires , qui sont dans la catégorie 'petite catégorie-moyenne catégorie', je trouve que c'est une indécence complète de tripler son salaire, de dire... ! Déjà qu'un salaire... le salaire d'avant était sympa mais lui, non, ça ne le contente pas, il le triple ! Je trouve que c'est d'une incorrection complète par rapport à..., ben à des millions de gens - ça représente quand même des millions de gens. Même ceux qui ont voté pour lui, ils vont s'en bouffer les doigts, dans pas longtemps.

That was a totally indecent act, it was an act of complete disrespect for the people who are on basic wages, who are in the low and middle income category, I think that it was a completely indecent act to triple his salary! Already a salary... the salary before was good but for him, no, that did not please him, so he tripled it! I think that that was a complete lack of propriety in relation to... millions of people; that represents really millions of people. Even those who voted for him will be washing their hands of him not before too long.
- Ça a été un peu décevant, certains passages de sa vie. Maintenant, bon, on pense que l'euphorie est passée et qu'il va se ressaisir et qu'il va nous apporter de bonnes nouvelles.

- Vous attendiez beaucoup de lui ?

Il donne quand même, il donne l'apparence de très sérieux de très... dans son comportement, de quelqu'un de... au départ, c'était cela. Après, bon, il y a eu beaucoup de fantaisies. Bon ben, maintenant, on espère qu'il va se ressaisir un peu et qu'il va reprendre les rênes comme à l'époque où il a été élu, où, quand il parlait, c'était quand même très cohérent, hein. Donc, moi, j'ai bon espoir.

Pour les Français, la vie privée du Président est longtemps restée secrète. - Je pense que Nicolas Sarkozy est très influencé par Tony Blair dans la technique de gouvernement et dans les techniques de communication. Et les consultants en communication qui travaillaient pour Tony Blair lui disaient qu'il fallait toujours créer l'événement, par n'importe quel moyen. Je pense que l'instrumentalisation qu'il fait de sa vie privée est un moyen d'occuper le devant de la scène et de faire parler de lui, de reléguer au second plan d'autres problèmes.

- C'est vrai qu'on a pu reprocher au Président de la République ses écarts de langage, ce tutoiement facile, cette façon d'apostropher ceux qui viennent lui porter la contradiction sur le terrain. Il avait commencé un petit peu à l'amorcer, à le faire, hein, lors de sa visite symbolique sur le plateau des Glières. Alors, c'est vrai qu'on peut lui reprocher ses écarts de langage. C'est sa personnalité, c'est ce qui a aussi, paradoxalement, participé à son succès pour son élection présidentielle.

On reçoit un Président avec toute la pompe de circonstance, avec un protocole extrêmement rigide -c'est le protocole, avec le Japon, le plus rigide au monde-, pour donner une image plus présidentielle de Nicolas Sarkozy qui est venu effectivement dans un même temps avec Gordon Brown, le Premier ministre britannique au fond s'occuper des affaires de ce monde dans l'optique de la présidence française de l'Union. Alors ce que nous avons vu, nous, sous nos yeux effectivement, c'est le Président de la République en activité, c'est le futur Président de l'Union européenne, mais quand même, le personnage, très vite, était de retour. Certes, il n'a commis aucune faute de goût pour ce qui est du respect du protocole. Il n'a pas touché le coude de la Reine, hein, il ne l'a pas embrassée, bref ! Le Nicolas Sarkozy que nous avons vu à Londres était effectivement le Président de la République, mais, au fond, sans se départir de ce qu'il est, lui au fond de lui-même, toujours assez joueur avec la presse, toujours en train de mettre en avant son épouse. Alors, la question est de savoir si, au fond, les choses changent. À mon goût, elles évoluent quelque peu. Il essaie de se donner une image avec plus de hauteur mais je crois que, peut-être, le naturel va très vite revenir au galop2, parce que c'est sa personnalité.

Seul l'avenir le dira. Et dès le mois de juin, l'Europe entière aura les yeux braqués sur Nicolas Sarkozy qui ne sera plus seulement Président des Français, mais pour six mois le Président de l'Union européenne.
